Those are merely cross-hairs to more quickly find your cursor, since it's not blinking or anything...
Also very handy since COBOL has some restrictions as to what column you can start typing in... Col #7 is for declaring coments, cols 8 to 11 is for declaring new sections and structure-driven keywords and cols 12 to 80 is for program code... (grossly simplified...)
